Mr Panaganti Ramarayaningar (9 July 1866 – 16 December 1928)

December 16 (1928):

Mr Panaganti Ramarayaningar (9 July 1866 – 16 December 1928), also known as the Raja of Panagal, was a zamindar of Kalahasti, a Justice Party leader and the Chief Minister or Premier of Madras Presidency from 11 July 1921 to 3 December 1926.

His period can be described as a Golden Period for Dravidians of Madras Presidency (Tamilnadu).

It was during Raja of Pangal’s period as Chief Minister, Madras Presidency witnessed significant developments, which is historic.

1.       On 16 September 1921, passed the first communal government order (G. O. # 613), thereby becoming the first elected body in the Indian legislative history to legislate reservations, which have since become standard.

2.       The Madras Hindu Religious Endowment Act, introduced on 18 December 1922 and passed in 1925, brought many Hindu Temples under the direct control of the state government. This Act set the precedent for later Hindu Religious and Charitable Endowment (HR & CE) Acts and the current policy of Tamil Nadu.

3.       To improve the percentage of non-brahmin students in Colleges, selection committees have been formed.

4.       Order was issued on 25.3.1922 stating that henceforth, Dalits should not called by their caste name and instead as “Adi Dravidars”.

5.       A separate University for Tamils was initiated by which the Annamalai University came into being in 1929.

6.        The provision to have knowledge of Sanskrit for admission to Medical College was scrapped and this paved the way for non-brahmin students to enter into Medical College.

7.       A School for Indian Medicine was set up in Chennai and Raja of Panagal gave his property, Hyde Park Gardens, Kilpauk. The present Kilpauk Medical College is situated only in that campus.

Born in a Raja family, he devoted his entire life for the empowerment of the non-brahmins. He died of illness on 16.12.1928. Periyar in his ‘Kudi Arasu’ wrote an editorial on 23.12.1928 gave a detailed message of condolence on the death of Rama Raya Ningar, the Raja of Panagal and that describes the great contribution of Raja of Panagal as well as the political history of that period.
