Mr Panaganti Ramarayaningar (9 July 1866 – 16 December 1928)

December 16 (1928):

Mr Panaganti Ramarayaningar (9 July 1866 – 16 December 1928), also known as the Raja of Panagal, was a zamindar of Kalahasti, a Justice Party leader and the Chief Minister or Premier of Madras Presidency from 11 July 1921 to 3 December 1926.

His period can be described as a Golden Period for Dravidians of Madras Presidency (Tamilnadu).

It was during Raja of Pangal’s period as Chief Minister, Madras Presidency witnessed significant developments, which is historic.

1.       On 16 September 1921, passed the first communal government order (G. O. # 613), thereby becoming the first elected body in the Indian legislative history to legislate reservations, which have since become standard.

2.       The Madras Hindu Religious Endowment Act, introduced on 18 December 1922 and passed in 1925, brought many Hindu Temples under the direct control of the state government. This Act set the precedent for later Hindu Religious and Charitable Endowment (HR & CE) Acts and the current policy of Tamil Nadu.

3.       To improve the percentage of non-brahmin students in Colleges, selection committees have been formed.

4.       Order was issued on 25.3.1922 stating that henceforth, Dalits should not called by their caste name and instead as “Adi Dravidars”.

5.       A separate University for Tamils was initiated by which the Annamalai University came into being in 1929.

6.        The provision to have knowledge of Sanskrit for admission to Medical College was scrapped and this paved the way for non-brahmin students to enter into Medical College.

7.       A School for Indian Medicine was set up in Chennai and Raja of Panagal gave his property, Hyde Park Gardens, Kilpauk. The present Kilpauk Medical College is situated only in that campus.

Born in a Raja family, he devoted his entire life for the empowerment of the non-brahmins. He died of illness on 16.12.1928. Periyar in his ‘Kudi Arasu’ wrote an editorial on 23.12.1928 gave a detailed message of condolence on the death of Rama Raya Ningar, the Raja of Panagal and that describes the great contribution of Raja of Panagal as well as the political history of that period.

The first document of Dravidian movement on Social Justice.

One Hundred Year ago, 1t was on this day, on 20th December 1916, Justice Party released the non-brahmin manifesto thro’ its Secretary Sir.Pitty.Theagaraya, one of the founder leader of Justice party.

The manifesto exposed the dark pages of history and stark realities of the socio-political-economic conditions of Sudras, Panchamas in every field of the then Madras Presidency.

It was this manifesto that paved the way for greater improvement and advancement of Sudras and Panchamas in social, political and economic fields of Tamilnadu.

Sir Alexander Cardew, then a Member of Madras Executive Council, in his evidence before the Public Service Commission in 1913, described in detail the relative positons of the Brahmins and the non-brahmins in the Public Service of the Madras Province (presently Tamilnadu State) between 1892 to 1904.

At a meeting of the Madras Legislative Council held in November 1914, in reply to an interpellation by the late Mr.Kunhi Raman Nayar, it was stated that the total number of registered graduates of the University was 650 out of whom 452 graduates were Brahmins, 124 non-brahmin Hindus and 74 belonging to other communities.

The non-brahmin manifesto released on 20th December 1916 was the first document at the All India level exposing the dominance of Brahmins.

The document not only gave a detailed account of the ill treatment meted out to non-brahmins but also exhorted them their social obligation.

On the duty of the non-Brahmins the Manifesto said, in conclusion, "By their attitude of silence and inaction they have failed to make their voice heard and others more astute than they have used them for their own ends, with the result that there is a great deal of discontent among the non-Brahmins about their present lot as compared with that of their Brahmin fellow countrymen, of which perhaps, the Government is not fully aware.

The discontent is growing every day, and the attention of the Government will be drawn to it. But the non-Brahmin must first help them. Let them do everything needful to ensure a continued educational, social, political and economical development on a broad and enduring basis; and then, their future as British subjects will be brighter and more prosperous than it is today."

Today, at the All India level, Tamilnadu stands atop on the social justice front and the foundation was laid on 20th December 1916 thro the Non Brahmin manifesto by the Dravidian movement. The younger generation should go thro this history and to march ahead to achieve further at the all India level.

Birthday Greetings to our Leader Dr.K.Veeramani,

Birthday Greetings to our Leader Dr.K.Veeramani, Leader of Periyar movement, President of Dravidar Kazhagam, Chancellor of Periyar Maniammai University, on his 84th birthday.

Social Revolutionary Periyar and Periyar movement has done yeomen service in the field of social justice, which we all know.

Two historic and significant events expose the contributions of our Leader Dr.K.Veeramani.

In 1979, then Chief Minister of Tamilnadu Dr.MGR brought income criteria to determine the backwardness of a community for availing reservation in education and jobs for Backward Classes in the State of Tamilnadu. He issued a GO whereby families belonging to BC community earning annual salary of Rs.9000 and above per annum are not eligible to avail reservation of 31% to their sons/daughters in the matter of education and employment in Tamilnadu.

It was Dr.K.Veeramani who fired the first shot against the GO issued by MGR, which triggered a series of protests from all political parties, social organizations. Result: In the Parliamentary election that held subsequent to this order, MGR tasted the first defeat in his political life. Realising the gravity and ground reality of the situation, MGR called an all party meeting and leader Dr.Veeramani was asked to explain the ill effects of Rs.9000 GO.

Thereafter, MGR not only withdrew the GO but also enhanced the reservation to BCs from 31% to 50%, thus making the total reservation to 68%. Then during Dr.Kalaignar Karunanidhi’s term, he introduced 1% reservation for ST and thus 69% reservation to BC, SC and ST was implemented in Tamilnadu.

The second event was after the Supreme Court verdict on 27% reservation to OBCs in Central Government jobs introduced by Saviour of Social Justice Hon’ble V.P.Singh. While upholding the 27% reservation, Hon’ble Judges further ordered that reservation percentage should not go beyong 50%.

Based on this judgement, petition was filed in Supreme Court by vested interests against 69% reservation that was in force in Tamilnadu. Unfortunately, Supreme Court stayed 69% in 1993.

Again our Leader Dr.Veeramani protested and gathered the public opinion and urged the State Government to protect the 69% reservation. Further, citing Article 31-C of the Indian Constitution, Dr.Veeramani sent a draft bill and the same was accepted by Dr.J.Jayalalitha, who was also CM during that period. The Bill was enacted in State Assembly and the same was assented by President of India on 19th July 1994. Thereafter, the same was included in ninth schedule of Indian Constitution.

It was the first Reservation Act in India that was enacted by a State Government and included in 9th schedule to gain protection from legal hurdles.

The above two historic events initiated and succeeded by Leader Dr.Veeramani, will ever be remembered by the BC, SC and ST sections including Minorities of Tamilnadu.

Once again our respectful greetings and wishes to our Leader Dr.Veeramani on his birthday for a healthy and active life and service for the deprived sections who form the majority of this country.

NOVEMBER 26 (1957) PERIYAR'S WAR AGAINST CASTE

It was on this day in 1957, Periyar followers and people of Tamilnadu burnt the provisions of Indian Constitution that protects caste.

On 3rd November 1957, at a Special Conference of Dravidar Kazhagam conducted at Thanjavur (Tamilnadu), Periyar asked whether caste can exist in an Independent Country? Next he asked, whether such a country where caste system exists, can be called an Independent country?

Till date, no stalwarts or intellectual pundits could give answer.

That apart, Periyar passed resolution demanding that the provisions in Indian Constitution that protect castes should be removed; gave a deadline of 15 days, failing which, the portions of the Constitution will be burnt on 26th November (1957). He chose the same day of 26th November when Indian Constitution was adopted in 1949.

On 26th November, 1957, nearly 10000 people burnt the Indian Constitution. Three thousand people were arrested. 6 months to 3 years rigorous imprisionment, they underwent. All sorts of people, poor, daily wage earners, landlords, women, children participated in the struggle.

None of them, despite certain casualties and happenings in their home, applied for bail. They did not engage any lawyer. They gave a simple statement, as dictated by Periyar. All of them told the Court that the provisions in Indian Constitution protects caste; Majority of them, sudras, were totally ignored. Hence, they burnt the portions of those provisions; They had the right to do so. Whatever punishment, the Judges wish to impose, they will accept happily.

In the history of India, this was the only struggle against the government where nearly 3000 people went on rigorous imprisionment and none of them came on bail. Nearly 5 people died in prision; 13 people died after their release due to the inhuman treatment inside the Prision.

While saluting those warriors against casteism, let us on this day of November 26 pledge ourselves to strive and fight in destroying caste.

Leader who implemented reservation in education in Central Universities for OBC

The birth Anniverssary of late Arjun Singh more matters for the Other Backward Classes more than others:

"Remembering Late Arjun Singh ( (5 November 1930 – 4 March 2011), the Union Minister of Human Resource Development in the UPA-I, who implemented the Mandal Commission's recommendations at the Central universities and Research Institutes in 2006 in accordance with the 93rd Constitutional Amendment. By doing this he became a villain for mainstream media.

Brushing aside all these anti reservationist protests, he stood firmly against over-exaggerated anti-Mandal agitations. He paid a huge price for implementing Mandal-2, forced him for too early political exile.

He did what his heart thought for the upliftment of nearly 60 percentage of Indians and for inclusive Indian democracy.

Today, our OBC students are studying to a minimum of 27% in higher educational institutions like IIT, IIM and AIIMS, thanks to Mr.Arjun Singh’s efforts in bringing a legislation providing 27% reservation to OBCs.

Like Mr.V.P.Singh, the media and the upper castes denounced him. But our OBC youth should remember his sincere service to the society.

Not only Mr.Arjun Singh was for upliftment of deprived sections, he was against the fundamentalist forces as well.

பரந்து பட்ட உலகில் பகுத்தறிவுத் தந்தை பெரியார்


தந்தை பெரியார் தம் பிறந்த நாளை செப்டம்பர் 17 அன்று தமிழ்நாடு கொண்டாடிய நிலையில் அவரது வெளிநாட்டுப் பயணங்கள் ஏற்படுத்திய தாக்கம் பற்றிய நினைவு அலைகள்...

தந்தை பெரியார் பிறந்த நாள் கொண்டாட்டங்கள், ஒவ்வொரு ஆண்டும், முந்தைய ஆண்டைவிட பெருகிக் கொண்டே வருகின்றன. பிறந்த நாள் கொண்டாட்டம் மாநில, நாட்டு எல்லைகளைத் தாண்டி உலகின் பல நாடுகளிலும் பெருகி, தந்தைப் பெரியார்தம் மானிடம் போற்றிய - பகுத்தறிவு - சுயமரியாதை கொள்கைச் சிறப்பிற்கு பெருமை சேர்த்து வரு கிறது. செய்தி ஊடகங்களிலும் - அச்சு ஊடகம் மற்றும் மின் ஊடகங்கள் - தந்தை பெரியார் பற்றிய பதிவுகள் பெருகி வருகின்றன. இந்த ஆண்டு தந்தை பெரியார் 138ஆம் பிறந்த நாளையொட்டி ஏறக்குறைய அனைத்து ஊடகங்களும் ஏதாவது ஒரு தளத்தில் தந்தை பெரியார் பற்றிய செய்திகளை, சிறப்புகளை பதிவு செய்துள்ளன.

பகுத்தறிவாளர் கழகத்தின் மாநில துணைத் தலைவர் மானமிகு கோ.ஒளிவண்ணன் தந்தை பெரியாரது 138ஆம் பிறந்த நாளையொட்டி பெரியாரது வெளிநாட்டுப் பயணங்கள் மற்றும் அதன் தாக்கங்கள் பற்றிய, எழுதிய கட்டுரை “தி டைம்ஸ் ஆப் இந்தியா” (The Times of India) இதழில் செப்டம்பர் 20, 2016 அன்று பிரசுரமாகி உள்ளது. தந்தை பெரியார் பற்றிய ஆங்கில கட்டுரை மற்றும் அதன் தமிழாக்கத்தினை “விடுதலை” வாச கர்களுக்கு வெளியிடுகிறோம்.

1931ஆம் ஆண்டின் குளிர்காலம். கப்பல் ஒன்றின் அழுக்குப் படிந்த நான்காம் வகுப்பு அறை; மனிதர்களும், பண்டங்களுமாக நிரம்பி வழிந்தது. அதில் அய்ம்பத்திரண்டு வயதான தாடி நரைத்த ஒரு மனிதர் ஒரு நிலக்கரிச் சாக்கு மூட்டையின் மீது அமர்ந்திருந்தார். நான்காம் வகுப்பு என்பது கப்பலின் அடித்தளத்தில் இருக்கும். மேல் வகுப்புப் பயணம் கட்டுபடி ஆகாத கூலிக்காரர்களுக்கும், இராணுவ வீரர்களுக்கும் ஆனது. அளவுச் சாப்பாடுதான் கிடைக்கும். நாளுக்கு இரண்டுமுறை அவித்த உருளைக் கிழங்கும், வேர்க்கடலையும், தானியங்களும், பன் ரொட்டியும் கலந்த உணவு தருவார்கள்.

அந்த மனிதர் அப்போதுதான் காய்ச்சல் வந்து குணமாகியிருந்தார். அவ்வப்போது இருமல் வந்து தொந்தரவு கொடுத்தது. பணக்காரக் குடும்பத்தைச் சேர்ந்தவர். வசதியான அறை ஒன்றில் பயணம் செய்திருக்கலாம். எனினும் அவர் நான்காம் வகுப்பில் பயணம் செய்ய முன் வந்ததன் காரணம் அது வணிக முறைப் பயணமோ, உல்லாசப் பயணமோ அல்ல என்பதுதான். உலகின் பல நாடுகளிலும் நடைபெற்றுக் கொண்டிருந்த அரசியல், சமூக இயக்கங்கள் பற்றியும், அவை எப்படி அந்தச் சமூகங்களின் சமூக, அரசியல், பொருளாதார வாழ்க்கையின் மேம்பாட்டுக்கு உதவின என்பது பற்றியும் தெரிந்து கொள்வதே அவரது பயணத்தின் நோக்கம். அவர்தான் பெரியார் என்று அழைக்கப்பட்ட ஈ.வெ.இராமசாமி.

1931ஆம் ஆண்டு டிசம்பர் 13ஆம் தேதியன்று எஸ்.இராமநாதனையும், ஈரோடு இராமுவையும் உடன் அழைத்துக் கொண்டு பெரியார் அய்ரோப்பாக் கண்டத்தில் பத்து மாதம் பயணம் செய்வதற்காகப் புறப்பட்டார்.

போகும் வழியில் கொழும்புவில் சில நாள் தங்கி மூடநம்பிக்கை, ஜாதி, சமயம் அனைத்தையும் கண்டித்துப் பல கூட்டங்களில் பேசினார். ஜாதி இந்துக்களின் எதிர்ப்பைப் பொருட் படுத்தாமல் ஆதிதிராவிடர்களின் சங் கத்தில் உரையாற்றினார். ஆதிதிராவி டர்கள் வலுப்பெற வேண்டுமெனில் சமுதாயம்முழுவதும்ஒன்றுசேர்ந்து ஜாதிப் பிரிவுகளையும், ஜாதிக் கொடு மைகளையும் எதிர்த்து நின்றால்தான் அது சாத்தியம் என்று வலியுறுத்தினார். அடுத்து எகிப்து, கிரேக்கம், துருக்கி, ரஷ்யா, ஜெர்மனி, இங்கிலாந்து, ஸ்பெயின், பிரான்சு, போர்ச்சுக்கல் ஆகிய நாடுகளுக்குச் சென்றார்.மார்க்சும்,ஏங்கல்சும்வெளி யிட்டிருந்த பொதுவுடைமை அறிக் கையைப் (Communist Manifesto) படித்திருந்த காரணத்தால் ரஷ்ய மக் களைச் சந்திப்பதில் ஆர்வம் காட்டினார். ரஷ்ய நாட்டு ஆட்சி முறை அவரை மிகவும் கவர்ந்தது.

1932 ஜூன் மாதம் அவர் இங்கி லாந்து நாட்டின் பார்ன்ஸ்லி (Barnsley) என்னுமிடத்தில் தொழிற் கட்சியைச் சேர்ந்த 30,000 தொழிலாளர்கள் குழுமி யிருந்த அவையில் உரையாற்றினார். பிரிட்டன் - தொழிற் கட்சியின் தலைவரும், சமூகச் சீர்திருத்தவாதியுமான ஜார்ஜ் லான்பரி (George Lanbery) அவையில் இருந்து பெரியாரின் உரையைச் செவி மடுத்தார். சொந்த நாட்டில் கொண்டிருந்த கொள்கைகளுக்கு நேர்மாறாக எப்படி ஆங்கில அரசு இந்தியாவில் தொழிலாளர் வர்க்கத்தைக் கொடுமைப்படுத்துகிறது என்பதை அவரிடமே கிண்டலாகத் தெரிவித்தார் பெரியார். இங்கிலாந்தில் இருந்த பொதுவுடைமைக் கட்சி அலுவலகங்கள் பலவற்றையும் சென்று பார்த்தார். இங்கி லாந்து நாடாளுமன்றத்தின் முதல் பொது வுடைமை கட்சி உறுப்பினரான சாபூர்ஜி சக்லத்வாலா (Shapurji Saklatwala)வைச் சந்தித்தார். ஜெர்மனியில் சோஷியலிஸ்ட் அமைப்புகள் பலவற்றிற்கும் சென்றார். அத்தோடு நிர்வாணச் சங்கம் ஒன்றிற்கும் சென்று அவர்களின் வாழ்க்கைக் கோட் பாடுகளைத் தெரிந்து கொள்ள முற்பட்டார்.

இந்தப் பயணத்தை மேற்கொண்டதில் பெரியாரின் முதன்மையான நோக்கம் மற்ற நாடுகளில் செயல்பட்டு வரும் முற்போக்கு இயக்கங்களைப் பற்றித் தெரிந்து கொள்வதே. பயணத்தை முடித்து நாடு திரும்பிய பிறகு அந்த நாடுகளின் அரசியல், பொருளாதார, சமூக நிலைமைகளைப்பற்றியும், நிர்வாக அமைப்பு,  நிதி அமைப்புகள் பற்றியும் “குடிஅரசு” இதழில் விரிவாக எழுதினார்.

1929 இல் மலேசிய நாட்டில் சுயமரி யாதை இயக்கத்தை வளர்க்க விரும்பிய நண்பர்களின்வேண்டுகோளைஏற்று அந்த நாட்டில் சுற்றுப்பயணம் மேற் கொள்வதற்காக டிசம்பர் 15ஆம் நாளன்று நாகப்பட்டினம் துறைமுகத்திலிருந்து புறப்பட்ட பெரியாரைப் பினாங்கு துறை முகத்தில் 50,000க்கு மேற்பட்டோர் திரண்டு வந்து வரவேற்றார்கள். மலேசியா விலும்,சிங்கப்பூரிலும்நிகழ்த்திய சொற் பொழிவுகள் அனைத்திலும் பெரியார் வலியுறுத்தியது சமயத்தையும், சமயச் சடங்குகளையும் நீக்கி விட்டுப் பொருளாதார முன்னேற்றத்தில் அனை வரும் கவனம் செலுத்தவேண்டும் என்பதே. மலேசியத் தமிழர்கள் தாயகம் திரும்புவதைப்பற்றி யோசிக்காமல் மலேசியக் குடிமக்களாக ஆகிவிடுவதே நல்லது என்று அறிவுரை கூறினார். இறுதிவரை அவரைவிட்டுப் பிரியாமல் தோழமையுடனிருந்த அவரது தாடி இந்தப் பயணத்தின்போதுதான் வளரத் தொடங்கியது.

பெரியார் 1954இல் மீண்டும் ஒருமுறை மலேசியா சென்றார். அப்போது பர்மாவில் பன்னாட்டுப் பவுத்த மாநாடு நடைபெற்றுக் கொண்டிருந்தது. பர்மாவில் இரண்டு வார காலம் சுற்றுப்பயணம் செய்தபின் டிசம்பர் 11 அன்று பினாங்கு வந்தார். பர்மாவில் இருந்தபோது அம்பேத்கர் அவர்களைச் சந்தித்தார். பெரியாரைப் பவுத்த மதத்தில் சேருமாறு வேண்டிய அம்பேத்கரிடம், இந்து மத்திலேயே இருந்தால்தான் அதனை எதிர்க்க இயலும் என்று பதில் கூறினார் அவர்.

புத்தகங்களில் கண்ட விவரங் களைப் பெரியார் ஒருபோதும் அப் படியே நம்பிவிட மாட்டார், ஒரு ஆராய்ச்சியாளராக இருந்து தன்னுடைய அனுபவத்திலிருந்தும், முயற்சிகளில் இருந்தும் அறிவு பெறுவதையே விரும் பினார். அறிவைத் தேடி இந்தியாவிற்கு உள்ளேயும் வெளியேயும் பயணம் மேற்கொள்வதற்கு அவர் ஒருபோதும் தயங்கியதில்லை, அதனால் ஏற்படும் தொல்லைகளை அவர் பொருட்படுத் தியதில்லை. மற்றவர்கள் அதிகம் சென் றிராத பாதையில் பயணம் மேற்கொள்ள விரும்பி முன்வந்தவர் அல்லவா அவர்?
